Every subdivision cut a new service run across the parking, backfilled it and moved on. Loose backfill settles for years afterwards, which is why so many Parklands forecourts have long shallow dips running across them in straight lines.
Relaying the blocks over the dip achieves nothing: the trench is still loose. The fix is excavating that line, reinstating in compacted layers, and relaying. Done once, it stops.
